Taking evasive action to avoid reinventing the wheel IRFOL engaged in research in order to contribute to the body of knowledge about open and distance learning. Our approach to research came from a recognition that ODL has made a significant contribution to the national development of many countries and in some high population countries like China, Thailand, India, Bangladesh and Brazil, ODL plays a central part in the mainstream educational system. ODL also had a particular role in extending access to education among the disadvantaged and marginalised communities and in conflict areas. However, ODL is not often recognised or fully understood by policy makers, planners and economists. This lack of understanding can lead to low quality provision because of under-investment and lack of proper support structures. Used well, ODL can enhance output and quality and make a significant contribution to rural development. So IRFOL's aim was to undertake independent, evidence-based research to inform policy makers and governments and help in the formation of intelligent decision making and planning.
